Re: Bilingual Parent Advisory Committee Meeting Monday November 17, 2008
Date: November 18, 2008
The Bilingual Parent Advisory Committee met on Monday November 17, 2008 at 6:30 pm at Riley School. Mrs. Sylvia Ledezma translated for the parents. The following items were discussed:
1. Mr. Little welcomed all parents in attendance, Ms. Gambardella the Principal of Riley Elementary School, and special guest, Assistant Superintendent, Dr. Perry.
2. The committee meeting dates for the 2008-2009 school year were distributed. The dates are: January 12, 2009, March 16, 2009, April 20, 2009, and June 8, 2009. The January date has been added to discuss English Language Learner accommodations for the 2009 ISAT test.
3. Mr. Little explained the number of LEP students at each school. The numbers are as follows: Riley 292, Whittier 150, Jefferson 31, Sunnyside 62, Northlake 46, and MacArthur 2. There are a total of 583 LEP students in the district which is 20.6% of the total district student population. Students at Riley, Whittier and Northlake receive English Language services and Jefferson, Sunnyside, and MacArthur do not receive services.
4. Mrs. Cruz and Ms. Luna let the committee know that the change in the Monday night ELL adult classes has been received very well by the parents. Mr. Little used the survey results from last years’ parent program and made necessary changes for this year.
5. Mr. Little reviewed the Annual ACCESS test. There is a new kindergarten test this year. All staff who will assist in administering the test will be trained. Each kindergarten test takes an average of 30 minutes per student to administer. All students who have been identified as a Limited English Proficient student and who have taken the test last year and have not received a 4.0 Composite Proficiency level score or higher will take the test in January. The testing window dates for the ACCESS test are January 12th- February 20, 2009.
6. Mr. Little is currently working on a district Bilingual Education Program brochure to inform the parents of the district’s Transitional Bilingual Education program. This will be made available to all parents of students who are in the program and when parents register new children in the district.
7. Dr. Perry shared information about RTI (Response to Intervention). She explained to the committee what the district is currently doing to address this state initiative. She explained how the three tier model works and the types of interventions that the district is currently using.
8. The parents had questions about the changes at Riley with the half day bilingual kindergarten going to full day and the loss of a first grade classroom due to lower enrollment numbers. Ms. Gambardella let the parents know that one first grade classroom was closed at Riley and the teacher was needed to decrease the class sizes at Sunnyside. Those students were moved to the two current bilingual classes at Riley. All decisions that were made are to balance out the numbers and to lower the class sizes.
9. The parents would like to see more members on the committee. Mr. Little will be sending out a flyer to all schools to recruit more members.
The meeting was adjourned at 7:20 pm.
The next meeting of the Bilingual Parent Advisory Committee will be held on January 12, 2009. (*New date that has been added)
